All controllers in the cluster would need a public ip address.
You would need to configure the rap-public-ip address for each controller in the cluster profile
Do not define an LMS or backup LMS-IP in the ap-group for the Remote AP.

Moving RAPS to an 8.6 infrastructure (from old 6.5 master controller). RAP joins the controller but then disconnects pretty fast. The only thing I can see is that the "vrrp-vlan" ip address for the cluster members is not correct. Would that cause RAP to drop? If not, why does it drop?
