Looks like something your should work on with your partner or Aruba TAC.
Site-to-site VPNs suggest firewalls or other security devices that can prevent a stable connection.

Subject: rap issues with contrroler
I have a central controller located at our headquarters (HQ) and multiple access points (APs) in our branches. These branches are interconnected using both MPLS and site-to-site VPN connections. The branches connected directly to the HQ via MPLS are functioning without any issues, and the APs in these branches are operating in campus mode. However, in the branches that rely solely on site-to-site VPN connections, I encountered a problem after converting the APs to remote APs (RAPs). The SSID (wireless network name) on these RAPs intermittently disappears for approximately 2 seconds before reappearing. I have attached debug logs and configuration files for further analysis.
