Adding a new Eval license is possible. This way you can access the GUI to either replicate the configuration already done to the new hardware for the production, or make the hardware a subscriber of the current server and this way get the same configuration.
If you can't create an eval license, work with an Aruba partner or the local Aruba SE team to get a new license.

customer already buy hardware appliance but still pending delivery because material constraint, and they agree if GUI of clearpass cannot access, but the traffic still handling.

As Herman mention the GUI will be inaccessible and you will be prompted to add a new license. Same as when you start up a new ClearPass server and need to add the license. I think the CLI will still be accessible.
According to my experiance the authentication services will continue to work as long as the services are not restarted.
