As far as I know, the AP-654 (and 635) is only shipping in a handful of countries that allow 6GHz connectorized APs, for which I have seen the list US, Canada, Australia, New Zealand. Which means that the AP is probably not even shipping to the UK, and if it is, the 6GHz radio will be disabled by DRT.
I'm not aware of UK regulations on the use of external antenna's on 6GHz, but if the regulator (seems to be Ofcom for UK) allows it, it can be enabled and 634/654 APs may start shipping to the UK. Your local Aruba Sales Team may be the best to ask this question; unless someone here has more information.
