That's basically correct.
IMHO the Active Gateway IP address you chose is a little bit counter intuitive, if I were you (ignoring your restrictions/requirements...just from the intuitive standpoint) I would use .1 on VSX Member 1, .2 on VSX Member 2 and .3 as the Active Gateway...or a totally different pattern like .1 as Active Gateway, .2 on VSX Member 1 and .3 on VSX Member 2 or, since you are working on a /24 use the .254 as Active Gateway, .251 on VSX 1 and .252 on VSX 2, reserving the .253. But these are just suggestions...due to personal feelings.
What is really important for you is to follow these suggestions (about the choice of the most appropriate Virtual MAC Address to use):
available on this VSX Configuration Best Practices for Aruba CX 6400, 8320, 8325, 8400 for ArubaOS-CX 10.4 Technical Whitepaper (Edition 1.2 March 2020) where you can also find examples about how to configure Active Gateway and Virtual MAC Address.
Edit: do not forget to set the System MAC Address too.
