To add on what Herman wrote. Central is very capable and modern cloud or on prem management system for Aruba gear. It help you automate and optimize your Aruba Network environment. With very rich REST API you can integrate it into your environment for example if you use Ansible for network configuration, you have ansible module ready for integration with Central. If you use cloud version, you have no worries about maintaining the underlying infrastructure.
The drawback for now (my point of view) is, that it support Aruba Network gear only. You wont be able to manage 3rd party equipment. And sometimes can become slow to respond.
AirWave on the other side is on prem solution. I use it extensively and like it very much. It is multivendor and does integrate with other vendors very nicely. It's primarily WiFi oriented, but handle switches and routers well.
Drawback is that you need to maintain underlying environment and it lacks all advanced features that Central is getting on regular basis like AI, NetConductor,...
So it really depend on your needs and preferences. .
