This is a controller based solution with radius authentication. This doesn't even pop up the authentication credentials to the user. What can be the issue?

In the screenshot, it looks like the client has been logged off, in which case you should have set up the network and clients for computer authentication. If there are no computer credentials, you may not be able to connect to the network, or if certificates don't match.

Based on what you shared, and without understanding the design and configuration, it can be a lot of different things. Probably best to get your Aruba partner involved or someone who understands wireless/802.1X authentication to first check if the design and configuration is correct.
