What you could do is connect a laptop running wireshark to the port, then see the DHCP requests and responses and what device/MAC address is responding.
Most likely, there is another device on your network acting as DHCP server, if you don't recognize the IP range from another VLAN in use.
Also, are you sure the IP is received through DHCP? If a user changed the network config on the computer to a static IP, that IP is used of course.
