I enable throtle to 1 Mbps upstream 1Mbps downstrem and it works fine if I run it thru a navigator froma PC, but if I run it from and IOS or Android device it just work ok for download but not for upload.

I use to do this during Aruba demos to show how we can control traffic. We start showing the actual bandwith by running speedtest from a client, then I use by the AppRF dashboard to select the speedtest block from "applications", then go to throttle, and then assign a fix bandwidth for upload/download, then we show how this policy applies to current traffic by running again speedtest test; finally we disable this by pressing the throttle button in the same AppRF dashboard and we run speedtest test again..

It seems to me like the "speedtest application definition" is not considerin the specific traffic sent by the speedtest app for IOS or Android.
