RF connection issue

I'm having a problem connecting an RF scanner to the networking using Aruba controller. Here is the information:

Aruba Controller -

1) Aruba controller runs on software
2) Open authentication and no mac filtering

RF scanner -

1) Summit radio card, version V3.02.09
2) Open authentication

Terminal gets an IP address from (Customer's DHCP) but I can't ping, browse or connect to RDP.

I see an error on the controller besides the RF terminal mac address that says "Frame Low Speed Rate Exceeded"

What does this error mean?

What role does the user get when he connect to the controller? On the commandline do a "show rights ". It is quite possible that 3389 is not being allowed in that role.
