Setting Country Code or Regulatiry domain is important for APs Channel and Power settings. This is ruled by the Regulatory Domain like ETSI, FCC or TELEC

Here is how to setup domain:

Have you subscribed the APs with a device license?

Check under global settings , sub assignment.

AP must have DHCP, DNS , NTP access.

    Try Show AP debug Cloud-server
