Can we terminate a restricted AP on any unrestricted or restricted AOS controller?

AP with country code is allowed to terminate only on to those specific country controller. If the country code APs are allowed to terminate on any other controller they would come up as AM.
 

For an example if you try to bring up a AP which belongs to Japan on a unrestricted/restricted country i,e Singapore ; since their controller’s country is Singapore, AP which belongs to Japan country code won’t be able to come up. If customer wants to bring up such kind of AP, they need to purchase APs with new SKU RW.
 
Note: SKU, RW  that's the string appended after our AP model which indicates the region where AP can operate. For example, AP-225-US, AP-225-RW. You can think it as country For RoW and RW AP, country can be different

i.e 


Controller unrestricted:     Country as Singapore
RAP-109 belongs to Japan : Regulatory domain set to Japan.
 
The AP just comes only as AM with the below error.
