Q:

Do we need to enable the RFC-7383 complaint IKEv2 fragmentation on the controller on ArubaOS 6.5 ?

A:

From ArubaOS 6.5,  RFC-7383 complaint IKEv2 fragmentation is enabled by default.

All the changes to support the RFC compliant IKE fragmentation have been made on the responder side.

The reason for this is that if an Aruba device is acting as an initiator, it will still use the older method of IKE fragmentation and support for that is already present on the responder side.
