Why does the controller show the “No available license” error when enough AP licenses are available?

Symptom

Campus APs or remote APs cannot come up due to a "No available license" error.

Root Cause
Not enough WIP licenses are available.

In ArubaOS 3.3.2 code or later, WIP license capacity must equal the sum of the "campus-connected APs" and "remote APs", up to the "remote AP" platform limit. If there is a mismatch between the WIP license capacity and the sum of campus-connected APs and remote APs, the lower of the two license counts is enforced.

In this case, there are only eight WIP licenses, which allow a maximum of eight campus APs or remote APs in the controller. In the "show ap database" command, eight APs are up with license, and four APs are unlicensed (flag: IL). To solve this problem, more WIP licenses must be added to this controller.
