    Can specific clients be forced to connect to 5Ghz? Perhaps via the CLI?

    Or 2.4Ghz depending on troubleshooting needs?

    There's no way to specifically forced certain clients to connect to a particular band.

    Aruba uses Band Steering but this will apply to all devices.

    You could also just enabled 5Ghz and disable 2.4 Ghz but this will not allow any 802.11g devices to connect.

    Depending on the wireless card used on Windows Laptops you can configure the preferred band to use.
