Can an IAP-228 be used as a mesh point in an instant cluster? I know that it has no AC power interface, so if I tried to provide poe power to the device would it also expect to be getting data from the eth0 port and disrupt an attempt to form a mesh link?

So long as it doesn't get an IP address on the wired interface, it will bring up the mesh radio. Be careful that you don't loop the network.

My plan is to hook up the IAP-228 to a poe+ injector and join that as a mesh point to an existing cluster of IAPs. There is no available ethernet drop for this particular AP location, hence the mesh setup. So you believe this setup should work?

Yes, read the user guide on how to stand up mesh within instant (disable the extended SSID, etc).
