Does the client get an ip address when "network assigned" is configured? Does DNS work?

with network assigned it does get IP , then it pops up with internet explorer page for captive portal that does not work is main issues

when changed to virtual controller assigned it does get IP from virtual controller assingned range and captive portal web page does open.

for both captive portal web page address is same.

When it is network assigned, is the ip address the client gets routable to the VC address?

No it is not  routed through VC address.

it goes through Client IP -- SVI on switch -- FW INT
