Interesting Airwave Version differences OVA

I would like know why the higher Version number of the OVA file is "older" than the lower version number. Please see below and check the release dates and also their sizes.
AirWave 220.127.116.11 Install OVA for Aruba AirWave v8.2
Added on Apr 25, 2019 | 3.5 GB | Installation OVA | Conservative
AirWave 18.104.22.168 Install OVA for Aruba AirWave v8.2
Added on Apr 18, 2019 | 4.53 GB | Installation OVA | Conservative
so which one is the newest and which one should I use???

I see what you mean. On the old Aruba support website, the information is clear on 22.214.171.124:

Please download and read AirWave 126.96.36.199 Federal Server Sizing Guide before installing. On the new Aruba Support Portal, this message is missing or at least to say not as clear. I'll report this back to see if that can be solved.
In your case, unless you are required to be on that US Federal release, use the 8.2.8.x release, so the highest version number.
