iPhones are not redirected to the captive portal page when I open Safari. I have to go to a website that I haven't visited in a while. Meaning not in cache. Is there a way to fix this? Bypass Apple Captive Network Assistant is active on the controller. Thanks

You'd need to remove the "Bypass Apple CNA" feature.

When users need to download files from a captive portal or advanced scripts
run in the captive portal. Best example is when using ClearPass Onboard or
OnGuard.
