Why does the "Instant" SSID not go away, even when a new SSID is created?"

The default "Instant" SSID would go away only if no clients are connected to it.

 

As this is an Open SSID, it is much possible that some clients, other than administrator could also be connected. Thereby , connect to the newly created SSID, login into Instant WebUI and then disconnect any clients connected to Instant and the SSID would go away.
