The AP MGMT Roles are not allowing for the correct access.

I can create and access the controller with the created un/pws but when I attempt to access enable mode the passwords are not accepted and I can go no further.

This is happening for all roles aside from the root role (guest-provisioning, location-api-mgmt,network-operations read-only) etc. None of them can get past the enable password authentication. I am running a WLC 3600 with version 6.4.3.7 . Any ideas why this is happening? I am attemting to set up a less secure profile for Solarwinds NCM to access for configuration backup purposes. I would appreciate your insights.
