Why would split-tunnel not work? Users need an ip address from the headend so that they can send and receive requests to there is the main requirement for that. In Split-tunnel, users do not need an ip address on the local subnet to access local resources....

True, they don't.
The latency between the Shanghai office and the head office is very high, over 400 ms, it might cause some trouble, i'm not sure how sensitive the DHCP procedure is with latency.
So maybe i wasn't clear enough, we might go with the split-tunnel anyway, but without local DHCP.
So the desired setup (with local DHCP) is not possible with RAP/split-tunnel.
