The counts are calculated once a day so the lic will reset during the night and you should see the update count the following day.

I did not delete the certs, I deleted all but a few devices, over 1000 delted. I have only seen a slight change in the number of licenses allocated and it is still indicating an error for exceeding the number of licenses?

If its onboarding the lic are based on certs NOT the devices, so you will need to delete unused certs.

The license count now looks good but I'm still seeing the following error on the admin console:
