Clearpass BYOD Onboarding

Sorry, the simple type question. Our clearpass server has not been managed very well and we are doing some long overdue cleanup. For BYOD devices is it true that if a device has been properly enrolled must have an associated certifcate on the Clearpass server? Even if the Quickconnect App is used the Clearpass server issues a certificate to t hat device. We see many devices that are allowed, but not enrolled. These seem to be devices that did not successfully complete the enrollment process and should be deleted so they begin the process from scratch, but I don't want to delete devices that may be working.
