It can't be related but here's the whole story:

2 days ago the local built-in administrator account was accidentally deleted from all computers of an OU in AD, and then we recreated an account with the same name (administrator) and membered of the local Administrators group. Then yesterday, some non-admin domain users who (allegedly) previously were able to run QuickConnect for onboarding the devices, are getting error and the log is suggesting there's an admin rights issue.

Not sure if it's really related to that admin user account, but how was it working before without admin rights?!

Was it because of some pre configured setting on computer through GP? If yes, what are those settings?

On the 2nd line below, looks like it's failing to work on a subfolder in AppData of the current user, which already exist and user has access to it!

You should open a TAC case.  I'm not sure we can guess what happened there...

OK, forget about the situation. My question is: is it possible to run quick
connect and onboard a device without admin rights? If yes, how?

It  it depends on your domain group policy.  If your group policy does not allow regular users to add or remove an SSID, quickconnect that is running in the context of the logged in user will not have the rights for that person to do that.  Quickconnect can also have embedded admin credentials to it can run as that user, instead of the logged in user, but you probably already know that.   https://support.arubanetworks.com/Documentation/tabid/77/DMXModule/512/EntryId/6868/Default.aspx

You should try to re-create the SSID manually as a non-domain admin and see if you can do that.
