    can I restore a “CP-SW-EVAL” configuration file to “CP-VA-500” device

    Yes, you can. The config backup is not dependent on the appliance type/size.

    I want to restore this file to a cluster, so do I have to restore it to the publisher and then create the cluster (join the subscriber), or I have to create the cluster first and then restore the file?

    You should restore to the publisher, then join subscribers.
