Usage Limit for Guest

One of our customers is having problems with the user limit for Guest SSID. They have defined a daily usage limit (By Data /Per User) in the splash page, but seems guests continue to have accese when they reach the limit. (they can confirm it using statistics and reports).
When you create a guest SSID there's no option to enable accounting so I guess it enables automatically when you configure a daily usage limit...
Am I right?
Is there any way to check if Central is applying this limit?
