clearpass unable to send SMS gateway message to end user

I've configured SMS gateway for ClearPass guest and I am unable to receive sms to the end user, even though the serivce URL i am using on sms gateway is vaild and working well because i tested it on a browser i got a message.
i am sure from the sms gateway end everything is fine but i suspect the issue is from the clearpass.

After configuring SMS gateway in Guest, does manually sending test SMS from guest portal is working?
Try check application log for more details.
