Did you disable CPSEC or whitelist the ap's?

Are the aps connected to the same L2 VLAN as the WLC?

Did you use option 43 for discovery of the controller?

actually i'm configured dhcp server on hp 5940 switch on Vlan-3

and my controller on vlan -2 but all vlans allow to trunk port.

so tell me where i need to configure option 43 for discovery of the controllers

Unless your AP and controller and AP are in same L2 domain, you need to configure option 43 (or can statically configure controller IP on the AP) on your DHCP scope. Below link may help you:

How does the ap discover the controller? Statis, dhcp option43/60, adp broadcast or dns (aruba-master)?

Be sure cpsec auto certificate deployment is enabled.

Be sure you have the correct licence count

Please aware that the accesspoint gets a gateway in the dhcp response. The ap must have a gateway even in a layer2/same vlan deployment to discover the controller through ADP.

    [HPE-dhcp-pool-WIFI-MGMT-VLAN]display this
    #
    dhcp server ip-pool WIFI-MGMT-VLAN
    gateway-list 172.16.4.1
    network 172.16.4.0 mask 255.255.252.0
    address range 172.16.4.2 172.16.7.252
    option 43 ip-address 172.16.0.10 172.16.0.11
    option 60 ascii 'ArubaAP'
    #
    return
    [HPE-dhcp-pool-WIFI-MGMT-VLAN]

Looks like the AP isn't seeing those options in the DHCP Offer so it moves on to ADP discovery. Do you see the options if you run a packet capture? Are you also able to ping the controller from the AP?

As a test you can always statically set the controller IP using the below.

    setenv master x.x.x.x

    setenv serverip x.x.x.x
