AirWave: Too Many Down Neighbor APs

In tracking down a user wireless issue, I notice the message in AirWave: "Too Many Down Neighbor APs" (see below). The explanation when I click on it seems pretty clear:

Number of neighboring APs that are currently in a down status. Down neighbors can cause overloading on a single AP or radio.

The problem is that I don't have any APs in a down status. Am I missing something?

If you think that is false, you can turn it off under Threshholds > NetworkScreenshot 2018-08-23 at 12.39.05.png

Did you classify other AP-s on your controller as Neighbors?
