    Which is before allow the user to access network, must be authenticate by using QR code either through captive portal, etc. Which mean the QR code itself is user ID

    as far as i know, it is not supported, at least with aruba controller and clearpass, but you may found a third party mecanism that can help you to do your authentication with the QR code

    I believe you may require it to be redirected to a external captive portal with QR authenication features for it to work.
