Controller admin access RADIUS with fallback to local?

Hi,

We currently use RADIUS to provide admin access to our mobility master and mobility controllers. I was wondering if there is a way to set up a fallback to local to allow admin access via local accounts only when the RADIUS servers are unreachable? I can't see any options in the GUI for it. We using AOS 8.4.0.3.

What effect does this have on console access using a serial cable directly on the device?  Does it disable it? If so how can you access the device directly?
