Branch controller has the following capabilities:
    - Zero touch provisioning
    - WAN Health Check / Auth survivability
    - All the config will be pushed from the Master controller (7200) including VLANs , Interfaces, NTP , syslog, profiles, etc ) using Smart Branch Config
    - 70xx series running 6.4.3
    - Policy based routing

    Local controller:
    - Master pushes the config except for VLANs, Interfaces , NTP , etc those are configured locally on the local controller
    - No zero touch config
    - No WAN optimization features
