What syntax are you using to copy?  Did you try the GUI to copy, instead?

What syntax are you using and is the file you are copying at the top level of the FTP server?

s it possible for yo to try uploading file to TFTP server & then importing it on controller.

    Aruba# copy tftp <ip-address of tftp server> <name of file > flash: flashbackup.tar.gz.

I beleive we can not copy file to flash using FTP.

We can use TFTP or SCP server for the same.

    copy tftp: <tftphost> <srcfilename> flash: flashbackup.tar.gz
    copy scp: <scphost> <username> <srcfilename> flash: flashbackup.tar.gz

FTP only allowd you to copy a file to a partition & not to flash.

    Eg:

    FTP:

    (Primary) #copy ftp: 1.1.1.1 admin flashbackup ?
    system: System Partition

    TFTP:

    (Primary) #copy tftp: 1.1.1.1 flashbackup ?
flash: Copy to the flash file system
    system: System Partition

I verified it from the Web GUi & we have an option to import file using FTP via Web GUI.
