Does anyone know what is the purpose of these grounding points?  As far as I understood, grouding is not required for AC powered unit, while the DC PSU has its own grouding point.

Grounding point is given for the safety purpose.

Usually building installation will have separate Earth point running all along the rack.  This Earth point is connected to the GND point of the box.

Sometimes the AC cord may not have 3rd pin, in those cases this extra Earth point helps safety.
