How Client Steering be implemented? What technology?

    Hi,
    I would like to know how client steering is done by Aruba.
    My understanding:
    - decision making of roaming from one AP to another is positioned on endpoint device
    Question:
    - if that is the case, how "Client Steering" can interrupt this methodology to force client to associate to the "best" AP for better connectivity?
    - Hence, why not putting "roaming decision" on Wi-Fi system instead of endpoint to prevent sticky client issue?
