We have a three story building where the center is open from top to bottom with common areas on the bottom.  The classrooms are on the perimeter of the open area.  They have access points in them.  The common areas receive more channel 1 access points than anything else.  Sometimes I connect to a 3rd floor AP when I am on the first floor.  What is the best way to keep the APs from stepping on each other and choosing channel 1 most of the time?  thanks

You should consider lowering the min/max EIRP of course make sure you test this, if not done properly could potentially create a coverage hole.
