    what is the best practice to redirect the external traffic (beside static route) such as external website etc to content filtering appliances and internal traffic no need redirect to content filtering appliance?

    If the content filtering appliance is a transparent proxy, you can use the "dst-nat" rule to do it.  What kind of proxy is it?
