Note in later versions of the MM (8.3 and beyond I believe), down APs can be deleted from the WMS DB within the GUI. See screenshot

I deleted an offline AP today in webUI, it was easy and worked.

What version are you running in that screenshot? I'm on and I have a different look, and also don't have this option.
