Was the current VRF Plan version the first ever installed? If so, it may be a good idea to try this:
1) uninstall
2) install the older version I uploaded to the support site
3) upgrade to the newer version
4) then try upload again
DE17459 was recently filed for a different issue involving import/export issues had this as a suggested workaround. I'd be curious to see if it's true but can't reproduce since my laptop has gone through several versions of VRF Plan.
