What have you configured for your NPS policy? Your client and RADIUS policies will need to match. In default cases the Aruba controller will merely pass the EAP conversation through to the back end RADIUS server (unless EAP termination is enabled). You will need to add the Aruba controller as a NAS Client on your NPS server.

You will need to speak to the team to ensure they have configured the RADIUS policies correctly along with the client. In the mean time you can check if the RADIUS is responding to requests with the following:

    #aaa test-server mschapv2 [RADIUS-SERVER] [USERNAME] [PASSWORD]

You can also view the EAP conversation between the client and RADIUS server.

    #show auth-tracebuf
