guest users taking up dhcp leases

    my guest network dhcp lease time is set to 2 hours but I am constantly over 90% utilization on available leases. I am suspecting these are return users that remember the ssid and auto connect obtaining a ip address. I also believe they are users that have not accepted our login terms through CP. Any suggestions on how to rid of these lease hogs?

    - shorter lease times
    - larger guest subnet.
