please, how to get an AP license? how to install it? (does exist a pack of AP license?)

You have to get your AP licenses from your aruba partner. If by pack, you mean for example 40 AP's, then yes, you can buy a license for 40 AP's

You'll have to register the license on the licensing portal. the key it generates, you'll have to add to the controller.

so, only partner can suply licenses (licenses does not exist in marcket)?

by pack, i mean a box like those of antivirus key

as far as I know:

only partner/official. 

No pack for multiple controllers, license can only be used for one controller (but can contain multiple AP's)
