time range not respecting time zone?

I have a network that uses a time range.  Since upgrading to 8.3.0.9_72226 that network stops working at the wrong time.  I had to disable the time range to get that network back up.  The problem might also be the wrong the system time.  It is currently 3:21 PM CT (Chicago, IL, USA),

show clock says it is

# show clock

Current Time :2019-09-30 20:21:23

I do have ntp setup

show log iap-bootup | i NTP
NTP server 172.19.40.1 from configuration

so I think either the time range is not respecting the time zone or the system is not respecting the time zone.  What do you think?

Show clock should display the local time in your time zone. NTP uses UTC/GMT by standard and it looks like your AP shows the time in UTC.

Did you set the timezone?

My 8.5 AP has the following command to verify:

I just upgraded to ArubaInstant_Centaurus_8.5.0.3_72498 and the problem remains.
