whats the difference between wips on instand and lic rfp?
and for authenicatiom servers, if a list is configured, will it exhaust the whole list before rejecting for instant based?

Wips on instant and RFP license on the controller are comparable.

For authentication servers on instant, it will only try a second server if the first server does not answer.

No, you can configure two or more radius servers:  http://www.arubanetworks.com/techdocs/Instant_423_WebHelp/InstantWebHelp.htm#UG_files/Authentication/ConfiguringExternal RADIUS Server.htm

If you want all servers to be tried, you would need ClearPass or a Mobility Controller, BUT that is only useful if you have two entirely different databases that you would want to authenticate users in.  That would be useful if you are merging companies and you want to try company#1's AD and then company#2's AD in auth.  It is not useful if both servers are pointing to the same AD.  You can just use instant and the second or third server will be tried, if the first or second server does not answer.
