Passive POE is not standardized and provides even POE power to non-POE devices which could be damaged this way. This is one of the reasons Aruba do not support it.
IEEE standard POE behavior is to first check if there is an POE devices attached to the switch and once the switch successfully identified a POE capable devices it is supplying power.

Hello - does anyone know whether the Aruba 2930M (JL322A) model supports Passive PoE? From the DataSheet/QuickSpecs and/or CLI command (PoE and/or Power-over-ethernet related) options, it doesn't look like a given port can be configured to automatically provide PoE without negotiation (Passive PoE) but I'm not 100% certain.
