Without a Conductor, you need to balance your APs across the controllers you have deployed. APs get their LMS and B-LMS from the AP system profile. You can set two controllers, or two VIPs (Virtual IP via VRRP) for the APs to terminate to. With the VIPs you can have two pairs in your situation. 1+2 share a VIP, and 3+4 share a VIP. In a Mobility Conductor managed cluster, its all taken care of for you, plus clients will be load balanced as well.

To be truly redundant, with seamless failovers, you would need to manage the controllers with a Mobility Conductor. This will allow you to cluster the controllers. Without clustering you can still manually assign APs to controllers to spread them out, but AP and client failover times in the event of a down controller will still be an outage until the APs finally move over to a controller that is up.

Each 7010 can terminate 32 APs. Max would be 128. To be redundant if one controller fails, 96. To be redundant if two controllers fail, 64.
Something to note:
7000 and 7200 series controllers that act as a standby controller can oversubscribe to standby APs by up to four times that controller's rated AP capacity.
