Have you tried factory resetting the AP? https://manuals.coolblue.nl/c9/hp-aruba-ap-303.pdf. Only do this if you are trying to reset everything. If it is an existing deployment with SSIDs in use just try the management access below.
Default login should be admin/<Serial Number> or admin/admin.
If you do get into it, check to see if it is being managed by central or local.

You may try if you can login via SSH to the CLI, and run a "show image version" there.

Some people reported that in the past days the 10.3.1.1 firmware was suggested in the automatic firmware update for Instant. If you (or someone) upgraded the APs to 10.3.1.1, that could be the reason for not longer seeing SSIDs or Web UI.

Update: I received the message that if you can login to the APs through SSH (or serial console), you can switch back to the previous image with the command: "switch-partition-reboot". That is easier than what I described below.

Download the firmware image for your APs and put it in a TFTP/HTTP/FTP server, then:
    https://community.arubanetworks.com/blogs/esupport1/2019/02/28/upgrade-cluster-with-mixed-iap-models-from-cli

You can download the factory image from ASP, or a more recent image if you have an ASP account with active support.

If your AP upgrades again to 10.3.1.1 (good chance if it did that automatically before), disable activate communication to avoid that.
