Please, refer to the Management guide -
https://www.arubanetworks.com/techdocs/InstantOn_1960_Switch/mcg_1960.pdf , Page 163 "Routing Configuration".
You need to enable the 'Routing' on the Global configuration page. Then you should be able to set IP addresses on VLAN interface in the 'VLAN IP' table mentioned on page 165.
