    "We are planning to upgrade our small office wireless setup. Our requirement is to accommodate 70 users for internet access and network file transfers. I am considering purchasing the Aruba AP-515. Since it's a small office setup with all users working in a confined area, we don't require a wireless controller. Therefore, this AP should suffice for our needs."

    Sounds as a valid statement. You may work with your Aruba partner to get a full confirmation that you don't oversee something, but for a small office with 70 users, in general a few AP-515s will work fine in Instant or AOS10 mode with Aruba Central management.
